A Focus Group Interview Study of Prescribers, Pharmacists, Companies, and Policy Experts on the Same Price System to the Same Ingredient Medicines

Since 2012, Korea has introduced a new pricing system, which is ¡®the same price to the same ingredient¡¯ that all pharmaceuticals including off-patents and their generics were priced at same price after the expiration of patent. This study was conducted to examine attitude of prescribers, pharmacists, companies, and policy experts on the same price system to the same ingredient. In order to explore a plurality of perspectives, data were obtained from 5 focus groups composed of doctors from clinic and hospital, pharmacists, pharmaceutical companies, and policy experts. A semi-structured guide was applied in obtaining the participants¡¯ opinions. Common themes were extracted by authors, which were used to gather results and draw conclusion. Participants acknowledged that the effectiveness of medication are equivalent, whereas the price is same. So hospital doctors select medication based on administration type and adverse drug reaction. In the other hand, doctors of clinic depend on relationship with salesman of companies. Participants concerned about the new pricing system because that policy would prohibiting spontaneous price competition. This study suggest that the promotion strategy of generic use targeting physicians and patients should be an effective intervention to lowering the price.
